Qatar Digital Agenda 2030: Six Pillars and How to Prepare

Qatar’s Digital Agenda 2030 is the national plan for the country’s digital future, launched by the Ministry of Communications and Information Technology (MCIT) in February 2024. It is organized around six pillars: digital infrastructure, digital government, digital technologies, digital innovation, digital economy and digital society, and supports Qatar National Vision 2030 and the Third National Development Strategy.

The six pillars

  1. Digital infrastructure: connectivity, data centers and cloud capacity that businesses and government rely on.
  2. Digital government: more public services delivered online, end to end.
  3. Digital technologies: adoption of technologies such as AI, cloud and cybersecurity.
  4. Digital innovation: support for startups, research and new digital products.
  5. Digital economy: growth of the ICT sector and digital adoption across industries.
  6. Digital society: digital skills and inclusion for all residents.

At launch, MCIT presented projections of a significant economic impact and new jobs by 2030; reporting at the time, such as in Gulf Times, cited figures of about QR40bn and 26,000 jobs. See MCIT’s announcement for official details.

What it means for companies

  • Customers will expect digital-first service. As government services move online, customers expect the same convenience from private companies.
  • Government interactions will be more digital. Licensing, procurement and reporting increasingly run through online platforms; internal processes should be ready to connect.
  • Technology adoption is encouraged. AI, cloud and data projects align with national priorities, and support programs may be available.
  • Skills matter. The agenda’s focus on digital society and skills means growing talent pools, but competition for experienced specialists remains strong.
  • Cybersecurity and data protection expectations rise as more activity goes digital.

How to prepare: a practical checklist

Area Questions to ask
Customer journeys Can customers complete our main services online, in Arabic and English?
Processes Which approvals and reports are still on paper or email?
Data Do we have reliable data to measure performance and personalize service?
Technology Are core systems cloud-ready and able to integrate with partners and government platforms?
Security Do we have basic cybersecurity controls and an incident plan?
People Do staff have the digital skills the new processes require?

Connecting to other national strategies

The Digital Agenda works alongside Qatar’s National AI Strategy, the Third National Development Strategy 2024–2030, and Qatar National Vision 2030. Aligning company plans with these priorities can help with partnerships, procurement and talent.

Questions for your leadership team

  • Which of our services could customers complete fully online within a year?
  • Which internal processes still depend on paper, signatures or spreadsheets?
  • What data would most improve our decisions, and do we trust it?
  • Which digital skills do we need to build or hire?
  • How will we keep customer data secure as we digitize?

Answering these questions turns a national agenda into a company roadmap.
