Qatar National AI Strategy Explained: The Six Pillars

Qatar’s National Artificial Intelligence Strategy sets out how the country intends to use AI to support its economy and society. According to the Ministry of Communications and Information Technology (MCIT), it is built on six pillars: education, data access, employment, business, research and ethics. The strategy grew out of a blueprint published in 2019 by the Qatar Computing Research Institute (QCRI) at Hamad Bin Khalifa University and was adopted by the government later that year.

Why Qatar has an AI strategy

Qatar National Vision 2030 aims for a diversified, knowledge-based economy. AI supports that goal by raising productivity, creating new kinds of businesses, and improving public services. The strategy also recognizes that a small country must be selective: it focuses on building talent, sharing data responsibly, and applying AI where Qatar has strengths.

The six pillars and what they mean for companies

1. Education

Building AI skills from schools to universities and professional training. For business: invest in upskilling your own staff, not only in hiring specialists. Data literacy for managers is as important as engineering skills.

2. Data access

Making data available, safely, for research and innovation. For business: treat your data as an asset. Clean, well-governed data is the main factor that decides whether AI projects succeed.

3. Employment

Preparing the workforce for jobs that change as AI takes over routine tasks. For business: plan role changes openly and retrain people for higher-value work, such as review, customer relationships and exceptions.

4. Business

Encouraging companies to adopt AI and creating new AI-enabled businesses. For business: start with practical use cases that improve service or reduce cost, then build on what works.

5. Research

Strengthening AI research, including areas relevant to Qatar such as Arabic language technology. For business: partnerships with local universities and research centers can give access to talent and specialized knowledge.

6. Ethics

Setting principles so AI is used fairly, transparently and safely. For business: adopt an internal AI policy covering data privacy, human oversight, and how you explain automated decisions to customers.

How the strategy connects to other national plans

The AI strategy sits alongside Qatar’s Digital Agenda 2030, launched by MCIT in 2024, and the Third National Development Strategy (2024–2030), which together guide the country’s digital and economic priorities toward 2030.

A practical checklist for companies in Qatar

  • Skills: Do managers understand what AI can and cannot do?
  • Data: Do you know where your key data lives and who owns it?
  • Privacy: Are you handling personal data in line with Qatar’s data protection law?
  • Use cases: Have you ranked AI ideas by value and feasibility?
  • Governance: Is there a written policy for responsible AI use, including generative AI tools?

Common AI use cases for organizations in Qatar

The strategy’s focus on business adoption translates into practical use cases across sectors:

Sector Example use cases
Government services Bilingual virtual assistants, document processing, smarter case routing
Energy and industry Predictive maintenance, process optimization, safety monitoring
Healthcare Appointment scheduling, clinical documentation support, demand planning
Banking and insurance Fraud detection, credit risk scoring, customer-service automation
Logistics Route optimization, warehouse planning, delivery-time prediction
Retail and hospitality Demand forecasting, personalized offers, guest-service chatbots

What to include in an internal AI policy

An AI policy turns the strategy’s ethics pillar into everyday rules. A practical policy for a company covers:

  1. Approved tools and how new tools are requested and reviewed.
  2. Data rules: what data may never be entered into external AI tools, and how personal data is protected.
  3. Human oversight: which decisions must always be reviewed by a person.
  4. Transparency: when customers are told they are interacting with AI.
  5. Quality and accuracy checks before AI output is published or sent.
  6. Roles: who approves AI projects, who monitors them, and who handles incidents.

Keep it to a few pages, train staff on it, and review it yearly as tools and regulations change.
