Organizational Design: When and How to Restructure

Organizational design is the process of shaping an organization’s structure, roles, reporting lines, decision rights and ways of working so that it can deliver its strategy. A structure that worked for a 30-person company often slows down a 300-person one. Good design makes it clear who decides what, removes duplication, and puts people where they create the most value.

Signs your organization needs a redesign

  • Decisions take too long because too many people must approve them.
  • Teams duplicate work or compete for the same customers.
  • Managers have too many or too few direct reports.
  • Customers are passed between departments without anyone owning the outcome.
  • A new strategy (a new market, a digital channel) has no clear home.
  • Key people are overloaded while others lack clear responsibilities.

Common organizational structures

Structure How it works Strength Watch out for
Functional Grouped by function (finance, sales, operations) Expertise and efficiency Silos, slow cross-functional work
Divisional Grouped by product, customer or region Clear accountability for results Duplicated support functions
Matrix Two reporting lines (e.g. function and project) Flexibility and shared resources Confusion over priorities
Team-based / agile Cross-functional teams around products or journeys Speed and customer focus Needs strong coordination and skills

A step-by-step approach

  1. Start from strategy. What must the organization do exceptionally well?
  2. Define design principles, such as “one owner per customer journey” or “decisions made as close to the customer as possible”.
  3. Assess the current organization: structure, roles, spans of control, costs and pain points.
  4. Develop options and test them against the principles.
  5. Design roles and decision rights. A RACI matrix (responsible, accountable, consulted, informed) clarifies who does what.
  6. Plan the transition: timing, communication, HR processes, and support for affected staff.
  7. Review after six months and adjust.

Getting the people side right

Restructuring affects careers and relationships. Communicate honestly and early, treat people fairly and consistently, and follow labor law and internal policies. Line managers need preparation to answer questions from their teams. Strong change management reduces disruption.

Clarifying decisions with a RACI matrix

A RACI matrix shows who is Responsible (does the work), Accountable (owns the decision; only one person), Consulted (gives input) and Informed (is told the outcome) for key decisions. An illustrative example:

Decision CEO Sales director Finance director Operations director
Annual budget A C R C
Pricing for a major tender C A C I
New supplier above threshold I I C A/R
Hiring a team manager I A (for sales) C A (for operations)

Building a RACI for the 15–20 most important decisions often reveals overlaps and gaps that explain slow decision-making.

Operating model vs organizational structure

The structure is the org chart: boxes and reporting lines. The operating model is broader: processes, decision rights, governance, technology, locations and the way teams work together. Many reorganizations fail because they change the boxes but leave processes and decision rights untouched. Design both together, and test the new design by walking through real scenarios, such as a customer complaint or a new product launch, before you announce it.

Frequently asked questions

How often should an organization be redesigned?

Only when strategy or scale changes significantly. Frequent restructuring causes fatigue; small adjustments are often enough.

What is a healthy span of control?

It depends on the work. Managers of similar, routine work can lead larger teams; managers of complex, varied work need smaller ones.

Should we hire consultants for a restructure?

An outside view helps with objectivity and design methods, but leaders must own the decisions and the communication.
